- ONLY Iraqis who are in danger because of an affiliation with the U.S. (or who are beneficiaries of an approved I-130 immigrant visa petition), can apply from within Iraq for resettlement in the U.S.
- All other Iraqis who are in danger and therefore want to be resettled in a third country (such as the U.S., Australia, Canada…) must leave Iraq to apply for resettlement. The first step is to register with UNHCR, (the UN High Commission on refugees).
- I. Who are U.S. AFFILIATED IRAQIS:
- A) SIV PROGRAM-
- Direct-hire employees of the U.S. Mission in Iraq -Iraqi nationals who supported the U.S. armed forces or Chief of Mission authority as translators or interpreters, or Iraqi nationals who were or are employed by or on behalf of the U.S. government in Iraq on or after March 20, 2003, for a period of at least one year may be eligible for Special Immigrant Visa (SIV) processing.
- There are two SIV programs, one for Iraqis who worked on behalf of the U.S. government and another specifically for translators: For more information, including the steps of how to apply for the SIV program see the State Department site
- In short, potential SIV’s e-mail their documents to the National Visa Center (NVC) in the U.S. Once NVC considers the application packet complete, it is forwarded to the U.S. Embassy in Baghdad, where the Chief of Mission (COM) SIV approval designee and staff will review your case. If approved, a Chief of Mission Approval letter will be sent to you via e-mail with instructions on how to send your application and Form I-360 petition to the Nebraska Service Center).

- There are two SIV programs, one for Iraqis who worked on behalf of the U.S. government and another specifically for translators: For more information, including the steps of how to apply for the SIV program see the State Department site
- B) PRIORITY 2 PROGRAM-
- Iraqis who worked for the U.S. government or U.S. government contractors, or for U.S.-based media organizations or NGOs, and their family members or are the spouses, sons, daughters, parents, brothers or sisters of a citizen of the United States, or who are the spouses or unmarried sons or daughters of a Permanent Resident Alien of the United States. (This program is separate from the Special Immigrant Visa (SIV) program).
- As the State Department explains: Certain categories of Iraqis with U.S. affiliations may apply directly for consideration under the U.S. Refugee Admissions Program (USRAP) in Jordan, Egypt and Iraq.
- Refugee processing inside Iraq will be limited by security and logistical constraints and we encourage the majority of Iraqis with U.S. affiliations to apply for USRAP consideration in Jordan or Egypt if possible. At the present time, the capacity to process Iraqi refugees for resettlement is much greater in Jordan and Egypt than in Iraq.
- Persons described in the categories below who believe they are at risk or have experienced serious harm as a result of association with the U.S. Government since March 20, 2003, and who wish to be considered for resettlement as refugees in the U.S. may initiate a case by contacting the International Organization for Migration (IOM) at IC@iom.int.
- The following individuals and their immediate families (spouse and unmarried children under age 21), with verifiable proof of employment, may seek access through this program in Jordan, Egypt and Iraq:
- 1. Iraqis who work/worked on a full-time basis as interpreters/translators for the U.S. Government (USG) or Multi-National Forces (MNF-I) in Iraq;2. Iraqis who are/were employed by the USG in Iraq;3. Iraqis who are/were employees of an organization or entity closely associated with the U.S. mission in Iraq that has received USG funding through an official and documented contract, award, grant or cooperative agreement;
4. Iraqis who are/were employed in Iraq by a U.S.-based media organization or non-governmental organization;
5. Spouses, sons, daughters, parents and siblings of individuals described in the four categories above, or of an individual eligible for a Special Immigrant Visa as a result of his/her employment by or on behalf of the USG in Iraq, including if the individual is no longer alive, provided that the relationship is verified;
6. Iraqis who are the spouses, sons, daughters, parents, brothers or sisters of a citizen of the United States, or who are the spouses or unmarried sons or daughters of a Permanent Resident Alien of the United States, as established by their being or becoming beneficiaries of approved family-based on I-130 Immigrant Visa Petitions.
- Regarding persons in the sixth category above, the U.S.-based relative who filed an approved I-130 immigrant visa petition on behalf of his/her Iraqi relatives should have received a letter from the Department of State informing them of their relative’s eligibility for a refugee interview. If an Iraqi’s U.S.-based relative has not received this letter, or if the U.S.-based relative has not yet filed an I-130 petition but he/she or the potential beneficiary is interested in learning more about this option, please check the following website for “Direct Access Program for Iraqi Beneficiaries of I-130 Petition (FAQ, “I-130 P-2 Program Frequently Asked Questions (FAQs)” (May 2011).
- Iraqi beneficiaries of approved I-130 petitions may seek access to this program in Jordan, Egypt, Iraq, Lebanon or the United Arab Emirates.
- Initiating the process with the USRAP does not guarantee access to the program or an interview for resettlement in the United States. The first step in the process will be verification of the claimed association. Applicants will be notified by IOM once this verification has been completed to arrange the next steps in the process. The U.S. refugee resettlement program is free of charge to applicants. There is no need to contact a third party, such as an attorney or advocacy organization, regarding access. Please be aware that you should submit an application for this program directly to IOM and not to a third party in order to access the U.S. Refugee Program.
- II. NON U.S. AFFILIATED IRAQIS in IRAQ: Iraqis who were NOT affiliated with the U.S. who want to apply for resettlement in the U.S. must make the difficult decision to leave Iraq and approach the nearest United Nations High Commissioner for Refugees (UNHCR) office for protection and assistance.1.

My name is Mahmood Yousiaf, file No. (963-06C01838) I arrived to Syria after facing an assassination attempt in Iraq due to my cooperation with the American forces for 5 years in several sections of Iraq, especially in hot spots. From 2006 until today, I have been staying in Syria with my wife and two children. Through the immigration aid for Iraqi refugees, my family and I were accepted to migrate to the U.S. Since my interview at the embassy on 1/8/2010 up till today, I am still waiting for my turn without any answer. انا مواطن عراقي عملت فترة قليلة قرابة ثلاثة اشهرمع القوات الامريكية وبعدها تم تهديدي من قبل مجاميع مسلحه فتركت العمل وتهجرت من داري خشية من قتلي وقتل عائلتي وبعدها تم ملاحقتي فتركت دراستي الجامعيه لعام2006و2007 ومن ذلك الحين وحتى هذا اليوم اريد اللجوء ولكن لاأعرف كيف أحصل عليه هل من احد يمد يد الخير والعون لمساعدتي ومساعدة عائلتي..

i am an iraqi citizen who has a green card, but i am in iraq now, and as i know the validity of staying outside USA is only six months, i came to iraq because my father is died and as you know there is heires which must be divided between his sons , but the routen which is in the govermnetal processes and offices takes long time , so i need only two months in order to finish the procedures and process of taking my share from the heir and then depart to USA to make use of the money which i will have.
my question is can you verlong my stay for other two months in Iraq or i have to leave to USA?
also the other reasons of my come to Iraq in order to meet my son and daughter who lived in UAE ,with their monther who i divorced AND now they are in iraq because they want to continue their studies in iraqi schools and colleges.

تهجرت انا واولادي من العراق عام 2005بسبب الدمار الحاصل في بلدي والتجئت واولادي الى سوريا ولكن اوضاعنا المعيشية سيئة للغاية فلا يوجد لنا اي معين وبالاضافة الى ان اولادي يحتاجون للعلاج ولا قدرة لي على هذا كله
وقد علمنا ان هجرتنا ستكون الى امريكا منذو حوالي العشرة اشهر تقريبا مما اثر بشكل كبير على مستقبل اولادي حيث انهم لم يكملو العام الدراسي الماضي ولم يلتحقو بالعام الدراسي الحالي مما سيدمر مستقبلهم علما بان اولادي الاربعة لديهم مواهب رائعة بحاجة الى مراقبة ومتابعة

نحن عائله مكونه من خمسه اشخاص الاب والام وثلاثه اولاد تمت الموافقه على توطيننا في الولايات المتحدة الامريكيه ولكن بعد مقابله الوفد تم فصل الابن الاكبر من الملف وتم قبوله وباقي العائله تم رفضها مع العلم اننا من المهجرين ولا يمكننا الرجوع الى العراق

اني مواطن عراقي خريج كلية تخرجت سنة 2004 وقد قتل ابي على يد الشيعه في 2/9/2007 بداخل المحل الخاص به في منطقه الصالحيه في بغداد حيث دخلو لالى داخل المحل في وضح النهار دخلت قوه وكانو يرتدون زي شرطه واغتالو ابي .ولقد فقدتو اخي حيث كان يعمل شرطي بالموصل واغتالوه الارهابيين بحزام ناسف وانا لم تقبلني اي دائره حكوميه لانه ينظرون دائما الى اللقب وتهجرت من منزلي الواقع في الصالحيه وسكنت في الاسكان وايضا هجروني منها لانه انا سني وسكنت في المنصور وايضا تهجرت لانه جيش المهدي كان يسيطر على تلك المنطقه واخيرا انا اسكن في حي الجامعه .لدي زوجه وطفلتين واعمل في محل سوبر ماركت

اني المواطن العراقي ؟ عملت مع القوات الامريكية في سجن التاجي منذ تأريخ 6/11/2009 الى ان قامت القوات الامريكية بتسليم السجن الى السلطات العراقية فقد استلم السجن اشخاص تابعين الى المليشيات وقد قاموا بتهديدي عدة مرات وقد تعرضت الى اطلاق نار مرتين من قبل المليشيات وجميع الاثباتات التي تؤيد صحة كلامي موجودة من هويات صادرة من القوات الامريكية والسلطات العراقية راجياً مساعدتي واعطائي حق اللجوء في بلد الحرية

بعد التحية واالسلامم على الجميع أرجو من الجميع وساع صدرهم لي وسماع ما سأحكي ﻷنني عانيت اﻷمرين من أخطاء اﻵخرين وأخطائهم تحسب علي وانأ الوحيد الذي أعاني وليس إنا فقط أكيد يوجد الكثيرين من أمثالي ولكنني لن احكي إﻻ ما رأيته وما عنيت منه إنا وعائلتي فتح ملفي في القاهرة عام ٨٠٠٢ مع العلم إني تم محاولة قتلي في ٦٠٠٢ ﻻني كنت اعمل مع قوات التحالف ومساعدتهم ومشاركة معهم بأكثر من مرة بعمليات عسكرية لمحاربة اﻹرهاب وخوف على عائلتي سافرت بنفس العام للقاهرة وعانيت ما عانيت إنا وزوجتي وابني في القاهرة منضرو قاهرة إلى إن تم الموافقة على فتح ملفي في عام ٨٠٠٢ وكان لنا بصيص أمل انحنى سنستقر ونعيش حياة يسودها اﻷمان نحن الثﻼثة والحقيقة إنا وزوجتي هيمنة الوحيد هو إن يكون مستقبل طفلة امن ومزدهر بالنجاح وفي عام ٩٠٠٢ اتصل بنا لمقابلة الوفد اﻷمريكي في مكتب IOM طبعن هز بعد عدة مقابﻼت مع موصفي المنضمة الهجرة الدولية عبر البحار وهنا كانت مصيبتنة حيث إن موصفي المنضمة عندما يخطئون نحن نتحمل خطبائهم حيث قامت موصفة المنضمة الهجرة الدولية عبر البحار قبل فترة من مقابلتنة الوفد اﻷمريكي بطلب مقابلة تهيئة للوفد اﻷمريكي فكان في بملفي كمية أخطاء ومنها انو موصف بدل إن يكتب تاريخ زواجنة كتب التاريخ هو ميﻼد زوجتي وغيرها من اﻷخطاء فسئلت الموصفة رجاء ممكن أقص عليقي القصة لكي تراجعي أخطائها فقالت نافي داعي أنت إمام الوفد صلح إي خطاء وعندما قابلت الوفد إنا وعائلتي كان هناك خطاء في القصة وكانت نفس الموصفة هي المترجم لي ولعائلتي فهل ستترجم خطبائهم هم أم سيكون مجامﻼت بين موصفي المنضمة على حسابي إنا وبعد إن أتى قرار الوفد تحت الدراسة قدمت رسالة عن طريق مديرة مكتب القاهرة مشكورة والحقيقة تستحق كل الشكر اﻷستاذة مرقت ولكن تأخرت بسبب هز الخطاء سنة وعانيت فيها ما عانيت إنا وعائلتي فلم استطع المقاومة بالقاهرة فقررنه السفر إلى اﻷردن عسى ولعل أﻻقي فرصة عمل أستطيع إن أعيل عائلتي وافر لهم على اﻷقل الحيات المستورة إلى إن يأتي موعد سفرنه وما إن سافرن لﻸردن وعشن فيها شهرين إﻻ وتصل ني أهلي من بغداد ليقولون لي ا ن أبي رحمه ﷲ توفي فكنت بﻼ شعور وﻻ تفكير سافرت للعراق إنا وعائلتي لحضور مراسيم دفن أبي رحمه ﷲ وبعد انتهاء المراسيم حاولت جاهدا للحصول على فيزه دخول لﻸردن ولم استطع فتصل بمكتب المنضمة الدولية للهجرة وقلت لهم إنني أحاول إن احصل على فيزه الدخول لﻸردن لكي أكمل اجرائات ملفي فقال لي الموصف ازكي امتطى ما تكون في اﻷردن اتصل بنا لكي تكمل اجرائات الملف ولكن لم استطع الحصول على فيزه وبنفس الوقت ﻻ أستطيع إن أعيش بالعراق فقررت السفر إلى سورية وعسى ولعل إن أستطيع إن أكمل اجرائات ملفي من ﺳورية ولكنني عندما وصلت إلى سورية صدمت بان موصفة المنضمة الدولية للهجرة عبر البحار تقول لي ﻻ يمكن إن تستكمل اجرائات ملفك من سورية يجب عليك اﻻنتصار إلى إن يتم تحويل ملفك من المفوضية السامية لﻸمم المتحدة فقلت لها رجاء إنا تعبت جدا كل مرة يكون في سبب لتأخير سفري فارج وان تدليني على طريق فقالت طيب قدم رسالة بالعربي واﻻنكليزي وسنقدمه وننتصر الرد وبعد فترة ليست بقليلة اتصلت فقالت لي الموصفة لقد رفض طلبك فتعبت نفسيا إنا وعائلتي وكنا أشبه بيئوسين ولكن تذكرنه إن ﷲ لن يتركنه وسيساعدنه وبالفعل وذات يوم جالسين نحن الثﻼثة إﻻ وتصلوا بنا من المنضمة الدولية للهجرة عبر البحار يقولون لنا يجب عليكم الذهاب لعيادة الدكتور ﻻستكمال اجرائات الملف الخاص بكم وهد الشيء اخذ بالضبط سنة حيت فمنة بإتمام الفحص في عام ١١٠٢ وبعد فترة آخرة اتصلوا بنا ﻻستكمال اﻻجرئات وهنا كانت مصيبتنة يضن بسبب المترجمة اﻷردنية حيث انه سوئلت من قبل الوفد اﻷمريكي لماذا تأخرت في العراق بعد إتمام مراسيم الدفن ﻷبي ﷲ يرحمه فكنت أجاوب وأقول ﻷنني لم استطع الحصول على فبزة وﻷكثر من مرة قدمت طلب للسفارة اﻷردنية ولم استطع الحصول على فيزه وكان الوفد يعيد علي نفس السوائل ﻷكثر من مرة وأجيب نفس اﻹجابة وأخر شيء قال لي الوفد اﻷمريكي آنت لم تجب على سوئا لي لماذا تأخرت بالعراق وهنا أريد آن أقول علما إنني لم استلم قرار الوفد لكي ﻻ يكون كﻼمي مجروح
إنا إنسان بسيط جدا وعائلتي ابسط مني وما جرا بنا وما زال يجري ولكن أريد آن أقول شيء هل يستطيع احد آن يعيش من ٦٠٠٢ إلى يومنة هذه دون عمل ثابت وهل يستطيع احد آن يقول لي ما ذنب ابني الذي أخذته وسافرت من العراق وهو عنده ثﻼث سنين وأﻻن لديه تسعة سنين فارج وان يفهمني الجميع إنا كل ما أريده هو آن أعيش حياة بشكل طبيعي امن في بيتي ولدي عمل أعيل عائلتي منه وأوفر لهم الحيات الكريمة ونستقر نحن الثﻼثة كعائلة تشارك الوﻻيات المتحدة اﻷمريكية بأفراحها وأحزانها على العلم إنني عملت مع القوات اﻷمريكية بالتحديد وكنت ائكل واشرب معهم وأشاركهم أفراحهم وأحزانهم وكنت أقاتل معهم فلذلك ليس لدي ما اخفي هاو يضطرني للكذب
